I know what you're thinking: huh?
Well, think about all the hassles that come with a store-bought computer. First, you have to go through the nuisance of registering everything even before you can start to use it. Then you have to waste time uninstalling the piles of trialware that came installed on your system.

Lastly, when your computer starts acting up, you're pretty much stuck ordering or making your own system recovery disk in case you need to start over from factory settings.

With your own budget build, there are none of these annoyances. You get a brand spanking new operating system with nothing but the basics (no trialware!). You can start using it as soon as you power it on and install drivers for your machine. And finally, you get your own recovery disk (in the form of your O/S installation disk), which you can use to repair or reinstall your machine as much as you like!
